2.9  OCT Padframe Template for Fabrication via MOSIS

A new OCT padframe template is now available for fabricating designs
via MOSIS.  It can be obtained via FTP as described in section 2.2
of this newsletter.  Look for the file called "oct_padframe".  The
file will also be included in the next release of the Octtools from
the University of California, Berkeley.
