Included below are instructions for creating a standard cell design
using the octtools, and some of the files involved in the process.
I will distribute a hardcopy of these instructions in class, but you
may want to save this in a file so that you have templates for easy
generation of subsequent designs.  The procedure for editting the
MOSIS pad frame created from the file mosis.net will be explained
in a later note.
